About our Company and Us

Insight Advantage Business Consultants LLC came about by first-hand accounts we experienced during our employment with government agencies. We were limited to the extent we could guide businesses when trying to satisfy all of our requirements. Our mission now, as business consultants, is to help business owners simplify those complicated processes and demanding requirements. By overcoming what often poses a challenge to small businesses, they can successfully conduct business with a government agency and increase their business.

Rudy Salinas

is one of the managing members and has a combined twenty years of serving government agencies in public purchasing. He started his purchasing career with the Mission Independent School District serving as the Maintenance Department’s first Buyer. He went on to serve the Hidalgo County Purchasing Department as a Purchase Order, Specialist Supervisor and later as the Department’s Purchasing Manager. Later and most current, he served the City of McAllen first as a Buyer II and then promoted to Senior Buyer. His previous business background has helped him stay true to serving the agencies he had worked for while always promoting a strong and healthy partnership with its vendors. He has spent most of my time engaging business owners and representatives sorting through a numerous challenging issues such bid requirements, cooperative contract pricing discrepancies, certificate of insurance requirements, and federal payroll, compliance issues.

Belma Salinas

is the other managing member and Rudy’s wife of over forty years. She has served a state agency for over 35 years. Initially her role was as an Accounting Clerk but eventually earned the position as the agency’s Purchaser. She would go on to acquire State’s Certification CTP and CTCD. Most currently, she holds the position of Business Manager.

During Mr. Salinas time with McAllen, we worked on updating our procurement policy. The policy had not been updated for 15 years and was outdated. Both the update in policy, and training served as the nexus that catapulted the department in providing the best customer services with faster turnaround time and improving the efficiency of the department. "Rudy" Salinas is a very motivated, well balanced, knowledgeable and fair minded individual. He was with this department for approximately 2 and 1/2 years. He was hired to completely organize and structure our Electronic Requisitioning System and within a very short time was able to master a complete understanding of the procurement principals, policies, procedures and statutes leading up to and including the conversion and processing of Purchase Orders from submitted electronic requisitions. He also developed performance levels for the PO Division which consisted of supervising 4 individuals. Mr. Salinas is assertive and focused on the work under his charge while still finding time to assist other divisions within the department. I have no doubts of his ability to adapt and lend his knowledge, experience and exemplary work ethic in whatever endeavor he chooses to attempt.
