
During Mr. Salinas time with McAllen, we worked on updating our procurement policy. The policy had not been updated for 15 years and was outdated. Both the update in policy, and training served as the nexus that catapulted the department in providing the best customer services with faster turnaround time and improving the efficiency of the department. Mr. Salinas worked selfishly to mentor both internal and external customers for the City of McAllen and continues to impact government agencies through his selfless acts of mentoring, integrity and accountability of his career.
